The agreement outlines the principles, values and objectives with respect to labor market development. Under this agreement financial assistance is provided by Service Canada for the design, development and implementation of human resource development programs and services.

This special arrangement commenced on April 1, 1999 and was scheduled to end on March 31, 2004. This agreement has been announced for another five years and scheduled to end in 2009.

Services - Initiatives - Programming

To improve employability of individuals and ensure their entry or re-entry into the labour market in adequate jobs;
To support the creation of local opportunities on the labour market;
To help the communities develop and implement measures likely to solve their labour market problems;
To encourage employers to assume responsibility for satisfying the labour market’s changing needs for skills.
