In 1999, The Federation of Newfoundland Indians
(FNI) signed an Aboriginal Human Resources Development Agreement. This was done to develop labour market programming that addressed the unique human resource development needs of aboriginal people.

The agreement outlines the principles, values and objectives with respect to labor market development. Under this agreement financial assistance is provided by Service Canada for the design, development and implementation of human resource development programs and services.

This special arrangement commenced on April 1, 1999 and was scheduled to end on March 31, 2004. This agreement has been announced for another five years and scheduled to end in 2009.
