About the Organization

The structure of the Federation of Newfoundland Indians has three main components.

FNI Board of Directors

The ten-member board is composed of:
  • Chiefs of each of the nine affiliated bands
  • One youth director
Board Member Roles and Duties:
  • to voice issues and concerns of the groups they represent
  • to oversee the committees that are struck to address these concerns
  • to vote on and give directives to the executive
  • to give implementation directives to FNI staff
  • to report back to their bands

FNI Executive

The Executive has three elected members:
  • A President
  • one Vice President representing the bands from the Western Newfoundland region
  • one Vice President representing the bands from the Central Newfoundland region
Executive Roles and Duties:
  • to represent the entire FNI membership
  • to manage and oversee all programs and groups
  • to make critical decisions involving the FNI

FNI Committees

The FNI currently have seven active committees:

Employment & Training ­– Aboriginal Human Resources Development Agreement (AHRDA)
The AHRDA committee reviews and approves completed training applications for sponsorship. This committee is also responsible for making recommendations to the board for any needed changes, additions, or deletions to the policies and procedures as outlined in the AHRDA manual. Fisheries
  • The Fisheries Committee oversees two of our three FNI fishery-related programs – the Aboriginal Fisheries (AFS) and the Commercial Fishery. This committee completes post-season reviews, and makes recommendations to the board of directors for next year work plan. It also keeps the FNI current with Aboriginal fisheries rights and concerns, and often acts as a hiring committee.
  • The Aboriginal Aquatic Resource & Oceans Management (AAROM)Committee meets quarterly to maintain that work plans for MAMKA stay on schedule and to discuss, and present to the board of directors, new ideas for the following year. Its other roles include reviewing financial records and participating in employee capacity developments.

Health
A committee has not been appointed yet.

Mi’kmaq Culture
This committee oversees the revitalization of Mi’kmaq culture, through special events, by developing and hosting programs and workshops, and other activities.

Organizational Review
This committee reviews the organizational structure of the FNI, proposing changes to improve the organization’s efficiency, transparency, and effectiveness.

Steering Committee for the Agreement-in-Principle
This committee was struck to advise and direct the FNI negotiating team during discussions and negotiations with the federal government that resulted in the Agreement-in-Principle for the formation of the Qalipu Mi’kmaq First Nation Band. The committee was composed of the nine elected band chiefs. › FNI STAFF

The FNI staff is led by the general manager, based in Corner Brook, who oversees the FNI’s administration, communications, and programs.

Additional staff work from the Corner Brook main office and at service points in Grand Falls-Windsor and St. George’s. The FNI staff administers board directives and programs.
